WiFi-HAL: Allow number of channels in a bucket to be zero(0) Number of channels of a bucket can be 0 if a valid band is specified in the configuration. So allow the same as valid configuration in wifihal. Change-Id: If91c95d0e4d64658ce7f36369e32c2e8abbf8688 CRs-Fixed: 945486
