libperfmgr: Reuse lock in NodeLooperThread HintManager is thread-safe as it only read maps and use NodeLooperThread to do hint and cancel. Test: libperfmgr_test Change-Id: I389a34dac84893b11319f49773bc4aa8b43c0b6e
