Use the new MQDescriptor Constructor. Use the new MQDescriptor constructor which populates grantors with default values. Bug: 31710802 Test: Built and ran the existing FMQ unit tests and benchmarks. Change-Id: I0398a10012ed232ad467a5d18e48b7d3f984f121
